Regulation limits not resolved for 2 months

Hi. My account was limited almost 2 months ago and I complied with all the steps to resolve this problem. However, PayPal still hasn't got back to me and the notification still shows saying, "You've exceeded a regulatory limit on payments you can send in a year. To comply with regulations, we need to confirm your identity as the account owner. This will help you avoid account limitations."
Paypal also hasn't replied to any of my messages and I don't think I can make a file on the resolution centre. Can anyone help because I urgently need this to be sorted out...
