Maybe if you went thru Google on a different device. I had to delete the PayPal App and wait a couple hours then reinstalled. I hope this helps. It's what worked for me.
I was having the same problem regarding resolution center on Paypal App. I finally googled: Paypal Resolution Center and tapped in that way. The app states "resolution center not available on Paypal App. I certainly hope this helps
