I've uploaded a Full Irish birth Cert and it has been rejected, i'm very confused by this as an agent previously told me this is considered proof of ID, is it a person or computer who reviews this kind of stuff as it's becoming incredibly frustrating not being able to use my PayPal and it's currently restricted, Am I doing something wrong when uploading? it's in full view and can be easily read by a human, any help would be greatly appreciated.

Proof of identity
The following is a list of acceptable documents you may provide:
- Government issued ID, such as a driver's license or passport
- Employment authorization card
- Permanent resident card
