Problem reporting an issue

I have been trying for over a month now to report a problem to Paypal but I just get nowhere.
I go to the Resolution centre, - cannot find ‘dispute a transaction ‘ so I click on ‘report a problem’. I then click on the transaction disputed, click ‘continue ‘ and then fill in the various boxes to describe my problem. This is then where I falter, because there are no other buttons to click on to send the completed form to Paypal. All there is on my screen is the Suppliers name or ‘return to previous page’ - and I have done this form so many times and lost everything I have filled in. My OH tells me to stop wasting my time but to me it’s the principle that suppliers shouldn’t get away with keeping your money and ignoring your emails for over 3 months. I apologise if this sounds obvious to others but I am a Silver Surfer plus and have no one I can call on for help . Many thanks.
