Paypal won't accept my national ID for the verification process

Got a notification from Paypal asking me to comply with their verification process. So I uploaded my Professional Regulation Commission ID (this is the licensed professionals' ID in the Philippines) and billing statement to confirm my identity. The billing statement is fine, but my ID wasn't accepted. In the email they sent me, the ID should have the complete matching name on Paypal, ID number, signature, date of birth, date the ID was issued, and date it expires. My ID had ALL those required information printed on the front and back. I tried so many times already and I only have until the end of the month. I don't have any other government ID with those information on it. SOS!
