Paypal's unfair decision on a dispute

Hello, I am writing for a case i have opened which is now closed by PayPal.
I believe the closure is not a fair action.
Let me explain :
1-While opening the case i have been given the only option to open it as "unauthorized activity" .My case was NOT concerning an unauthorised activity but i was not given any other option for the case opening ; and i have been forced to open my case as an unauthorised activity.
2-In the text of explanation the reason for case opening ; i have clearly mentionned the following:
A)The case was not opened for an unauthorised payment
B) The case was opened as a request of refund for the ADDITIONAL shipping fee the seller has asked me to pay for a change of shipping address. I accepted the request and paid for the additional shipping fee he asked for.
C) I have not received his shipped item since more than a month. He was not answering my messages so i have opened another Paypal case for the original purchase.
D) He refunded the amount of the original purchase
E) Paypal has closed my 2nd case concerning my demand of refund for the additional shipping fee.
Obviously it is illogical to decide not to refund the additional shipping fee of a transaction of which the amount is fully refunded.
While opening the case , i have sent PayPAL a proof that the additional shipping fee was indeed in relation to the original purchase which is not received and fully refunded.
My question is how do i let PayPal know about my objection to their decision ? I have sent an e mail and they replied with an automated message which resolves nothing.
