PayPal has decided to cut customer/business ties with you as per the user agreement. I don't think you can use something like Triv to withdraw or exchange other e currency/wallet funds to PayPal funds or whatever it was you were trying to do. It doesn't look like something PayPal would allow. So your record is fried with PayPal and yes, you can never open a PayPal account with your data/information. If you have any funds in the account, you can withdraw it after 180 days. PayPal will email you when you can withdraw and how. If you have bank accounts you can add funds to your PayPal account, which is the way to do it, not use these third party exchanges.

Then how are other Indonesia users able to use their account and not have this issue? Perhaps what you are supposed to do is not add funds but just pay with a card and if you receive funds, you can withdraw to your local bank or card or US bank account.
Each country has specific laws and things it will allow financially and economically. It will not support their currency going out but does support a foreign currency coming in and convert to local currency when you withdraw. And this is what PayPal allows for Indonesia. You can receive in local or foreign currency and convert to local currency (where applicable) at withdraw to card or bank. But I guess they don't let you add funds in local currency because you can pay with card and maybe directly with bank account? One can only find out when they are sending payment. Or read the user agreement for Indonesia.
Besides, PayPal don't encourage people to add funds too much because you can just pay with card or bank account directly during checkout why have to wait to add money and then send or buy. I don't know if you can fix permanent limitation but to try, you have to call customer service and explain and hope they reconsider their decision. That's all you can do.
