Paypal hasn't lifted the limitations on my account even though they sent me an email that they did.

I have completed all requirements for removing send limits, and Paypal confirmed this to me through email. However I still can pay for anything on Paypal. Please help fix.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
