Do I have to pay a courier in Amazon vouchers to collect a item to be delivered to some one that is buying something off me I’m worried it’s a scam now the person is saying PayPal will be taking legal action in a hour please help

SCAM.
Paypal never tells you to send vouchers for any account / transaction reasons especially another companies.

The legal action is laughable they are just trying to scare and scam you.
