PayPal limited my account in error and is asking for verification that does not exist!

Our cover artist was having trouble with their invoicing service for a few days and asked us to send their payment directly this time. PayPal wants the birthdate of the project name noted in the note field (so the artist would know which project it was for) of the payment sent directly . Not even the birthday of the person the payment went to but of the project name in the note field! I can't provide that, obviously, so explained in reply to the limitation and then got a new email saying I hadn't provided the right information and have to give them a birthday. This is insane. Been trying to get a real person to look at this because it's so blatantly obvious this is a mistake. The payment went to the same company all the invoice were being paid to before, just direct send this time. Can't reach a person at all and this has my business shut down because I can't bill anybody, pay anybody, receive payments, etc. HELP! Been stuck in this automated loop for days now!

I am having a similar problem. I purchased a gift and had the shipping address sent it to another person. They want the birthdate of the receiver of the gift! No, I cannot provide proof of another person's birthdate!
