PayPal limited my account, asking for shipping proof but I am selling digital service.

I am an artist, selling my artworks, and I'm of legal age. Recently, I got my first commission payment which is about $10 ONLY yet PayPal made my account limited and is asking me for supplier/shipping documents but my products are digital and doesn't need shipping. I don't have a merchant/business account btw but it's clearly stated that I accept Goods and Services, doesn't mean that I have physical products so why does PayPal automatically limit accounts just by getting a measly $10?

Provide information on account activity
Provide proof of fulfillment
Provide purchase receipt from your supplier
Okay, and how am I gonna have my account back when I can't even provide proof of fulfillment and purchase receipts from suppliers? I am disappointed with PayPal and have had bad experience with this e-wallet before. Someone please help me out
