PayPal have changed the reason for my claiml

Hello, I have an open case in the resolution centre, but PayPal have changed the reason to Item not as Described.  When I  made the claim it was because I haven't received the item.  There were 2 items ordered but I only received one. Why has PayPal done this?  I can't find ANY way to ask them as their e-mail is a Do Not Reply type.  Please what should I do?

If your seller provided a tracking number to prove delivery of an order to you then any item not received dispute would be closed in the sellers favour.

Luckily paypal changed it to 'received but not as described' for you ie the seller described you getting 2 items but you only received x1.

I have now been asked by PayPal to go to the police station to make a report!

They just did this to me too!  I have NOT received my item and made a claim.  Suddenly today without sellers response they change my claim to Item not as described!  There is no way to add or change anything and seller has not responded!
