Am I the only person who can't get PayPal respond via Chat or email?

I was charged $35.47 for sandwiches from Subway in another state, I believe it was Arkansas. Unfortunately, I live in Florida. They simply closed the case as an unauthorized purchase. I complained on this forum and someone saw it and apologized. They reopened the case and changed the reason to "did not receive item." My last email from PayPal said they were waiting to hear from Subway. Now I see that they changed the status again to closed and the only explanation is that it did not work out in my favor. There was no discussion or email...just closed. You cannot reopen a case so you have no recourse. This is a pretty clear cut case. I did not order the sandwiches but I paid for them and I never received them. I tried the chat bot and waited for over an hour with no PayPal representative ever responding. Is this common? Take my money and I can't even discuss it?    PP-D-119125273
