PayPal doesn't accept Hungarian address card, and limited my account without a reason.

PayPal limited my account without a reason. They asked for ID card and address card to proove my identity.

I uploaded both.

They don't accept the address card, because they say "The document you provided wasn't issued within the last 12 months."
But that's not true! It was issued 2020. January 20th! The date can be clearly seen on the card (bottom right corner). That's not even a year old.
And in Hungary there is NO EXPIRATION for address cards! It's government law! This card will be valid even 20 years later!

"there is no set validity date"

So my card was issued within 12 months and IT IS VALID.
What shall I do? I cannot contact PayPal. They don't answer in chat, and don't forward me to a PayPal agent.

Proof of identity
The following is a list of acceptable documents you may provide:

• Government issued ID, such as a driver's license or passport
• Employment authorization card
• Permanent resident card

Proof of address
These documents must be dated within the last 3 months to be considered acceptable:

• Current utility bill dated within the last 3 months
• Bank, credit card, or financial statement
• Cell phone bill

Thank you very much for spending time with my case and being so kind to answer my problem.
My answers:

• Government issued ID

I send them that, but that doesn't contain address only name, photo, birthdate etc...

• such as a driver's license or passport

I don't have any. I don't drive, and I never travel.

• Employment authorization card

In Hungary (well at least at my job) there's no such thing.

• Permanent resident card

Is this the same thing as the address card? That's what they don't accept.

This one I also don't have.

But thanks for the suggestions. My case is currently in a "let us get back to you within 2-4 days'" status, but when they get back to me, I'll try the two options above which could work for me too!
