PayPal Refused to release my money after 218 days

On the 30th of October 2020, I Got an email telling me that my account was permanently limited and that I would be unable to do business with PayPal anymore( Ref id - PP-L-250983180642), I was told to wait for 180 days of which I diligently waited, then on the 28th of march 2021 ,I got another email stating that I am eligible for withdrawal. I tried adding a bank account and a debit card to my account but I have been unable to add it, I proceeded to call the agents, and I spoke to the first agent on that same day, and I was told that I should wait for 72 hours of which I waited, after the 72 hours I proceeded to add my bank account again but was faced with the same error, so I called again and the agent said my account was still under review and I will get another email from them, after 218 days and over 614 calls to PayPal customer care, I still haven't received my $22,200.27. I need PayPal to release my funds with immediate effect.

You can normally withdraw via any linked bank account / card already on your permanently limited account. I don't think you can add a funding source to that account.
So your best option is to contact customer services and ask them to link a card for you OR send you a cheque with the balance in the post as per link.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
