I recently bought a birth certificate from a very misleading website that want the official website. I contacted PayPal as I was scared it was a scam and they refunded me after the merchant refused to cancel my order. However, the birth certificate still came and I compared it to my real birth certificate and they’re both quite different. The information is the same but there are a few errors and it seems as though somebody has handwritten it on another sheet. The merchant contacted me telling me I must refund them or legal action will be taken but PayPal said it would be fine. I’m not sure what to do.
