Non delivery of my order

I bought shoes from an online shop called https://www.mofylook.com in February/ March and to date they have not delivered the shoes . They keep telling stories and giving tracking numbers that are non existent. . I asked them if they had a phone line to call and they said they don’t have . Does PayPal allow such people to use their platform to defraud buyers
