Need my money back for charge I did not authorize!

My bank had informed me about a charge that I obviously did not authorize. I was asked to send in paperwork and did it via snail mail. Apparently, my paperwork did not make it in time and the case was closed. I attempted to reopen it, but was shut down within the next day. The charge was over Paypal, but there is no charge on my Paypal account, but in my bank account. Send help!
