My balance

Apparently someone hacked my PayPal and sent a bunch of fraudulent payments but there is one I did from my PayPal balance. Now my account is locked, they say I can no longer use my PayPal but I have money in my balance and need it. PayPal won't let me transfer it to my card, and they won't answer my emails. What do I do? How do I get my money?
