Need live customer service

A merchant accepted my payment and didn't deliver the product. He did this before by way of cash app at the beginning of September. I purchased the service through another vendor. I received a renewal notice 3 days ago and assumed it was the new vendor. It was not. The original vendor changed the name of his company and the look of his website. PayPal will not help even though the funds were dispersed by PayPal.
