My transaction isn't eligible for paypal purchase protection.

So I believe I was scammed by a website called DreamTeam.gg. I payed for a premium service called DreamTeam Prime for 71 USD that was supposed to last a whole year. They shutdown the website 3 months after I payed for the service, promising to launch a new platform in the fall. The issue is that there is no new platform and I am trying to get a refund. The problem is that I payed for this in March, and decided to wait until after fall to report this since I wanted to see if the website would come back, but it didn't and I'm now outside of that 180 day time-period where I can get a refund. Was this some sort of elaborate scam? What can I do to get a refund?

If you paid with credit card, then you can try disputing through them instead. Otherwise, its an authorized transaction and you waited too long to PayPal dispute.
