My account was randomly limited about a month ago with only one transaction in my account history

Apparently my account isnt consistent with pay pals User Agreement and thats why their limiting my account permanently only after ONE transaction weeks prior. I would like to know how and what i can do to get my account back

Don't think you can, permanent normally means just that unfortunately.
