My account got hacked and I can't even close/remove my account.

A few weeks ago someone got into my account and put their number in and used money from my bank without me knowing and I thought I solved that but now they are back and even removed my password to something else and made their number primary and I had enough of it so I wanted to close this account down but it doesn't let me. Please Help
