Money stolen from my account...can't get through to PayPal customer service

$760.99 were stolen from my PayPal account last week. Clearly someone hacked my account and transferred my entire balance onto their credit card. I did receive messages from PayPal, but they were in french so I figured they had nothing to do with me. When I checked my account the default language had been set to french and the money was gone. I tried to call PayPal to speak to a customer service representative but the automated service said they "could not take my call at this time", so I filed my report with the automated system. I received a message shortly thereafter saying that my claim had been denied, and the case was closed.
I keep trying to call back but can't get through to a person, just a circular automated message system.
What am I supposed to do?
