Merchant does not supply pre-paid return labels

I opened a claim. The merchant admitted liability but refused to supply return labels. The claim was closed in the merchants favour. What can I do?

Yes I escalated to a claim. Merchant offered full refund on return of goods but provided no return pre-paid, addressed shipping labels. Paypal closed the claim in the merchants favour as I had not supplied a tracking number. The Paypal Claim is fully automated with no right of appeal!!!
