Hello.
I'm trying to send a payment to a Russian vendor on Etsy, using Paypal, but I keep getting the following message immediately after the Paypal login screen: "We can’t complete your payment at this time. Please return to the merchant and use their regular checkout".
The vendor also tried to send me a payment request directly, through my Paypal.me link, but when I attempt to accept her payment request I get this message: "sorry, we weren't able to complete your payment at this time. Please try again later".
The prepaid card linked to my Paypal account is completely verified. And my account has no restrictions at all, because I had to send to the Paypal customer service a scan with my ID card since I needed to make a large payment in the past.
