Merchant Scammed Me

Made a guest purchase for 3 - 148 piece artist kits for $84.99. Gennie Online Service sent a pack of 10 brushes worth about $7. I asked for a refund and was told they could refund 30% of my money! PayPal won't help since it was guest purchase even though the payment was immediately taken out of my account by PayPal. I feel that the least PayPal could do is respond and let me know they addressed the vendor about the scam. I was told since it was a guest purchase there is nothing they could do.

If you need to open a dispute for a 'guest buyer' transaction then you can.......

1. Phone Paypal customer services and see if they will open one for you (difficult at the moment due to covid)
OR
2. Contact your card issuer for a chargeback.


Advice is voluntary.

Since the transaction was done as a "guest" transaction PayPal is unable/unwilling to help me. The merchant wants to refund only 30% of the $84.99 which was paid through PayPal. Thanks for the advice but I have done all that you suggested to no avail.
