Limited account - How to dispute or change

I signed up for a business account so that i can process CC payments on the rare occasions I have a client that wants to pay by CC. I am legitimate business, a NACE certified coatings inspection firm that provides industrial coatings inspection services to city, state, and federal agencies. Most of my clients are in a government setting however, I sometimes work for the coatings contractors that are doing the work for one of the above listed. For some reason paypal has limited my account right at the start. I processed one payment from one client and now they are holding it for 180 days, not to be released until December 4 2021. They won't tell me why I was limited or if there is anyway to change that status. They say if I want that answer I have to subpoena them for this information. I don't understand how I am not allowed this information being that it is my account, my personal information, and my money they are holding in their possession. Again, legitimate business providing industrial inspection services, fully insured as I have to be to do work with government agencies. Please does anyone have any information on how I can get this reversed or get my money.
