My account was recently permanently limited and I've been trying to resolve that, the most common thing they've told me to do was go to the resolution center and go to account limitations, but going to that link just brings me to a website saying "You can't use PayPal anymore" as seen in the pic below

You can't resolve it, the clue is in the word 'permanent' unfortunately.
