Lifting Account Limitations

Recently PayPal limited out business account because we had reached a transaction threshold.  We were asked to prove out identities by submitting a number of personal and business documents.

 

On submission, all documents were accepted excepted the business registration documents.  We are a partnership based in South Africa.  In South Africa partnerships do not need to be registered as the individual partners carry all responsibility and liability.  I submitted our Partnership agreement (which is an option given) but it keeps being rejected.  I have tried emailing using the email function in the help centre but don't get a response.  I have tried calling the customer service line but my calls don't go through.  I tried responding to the email they sent me but it's not a manned email so there's no response there either.

 

I need clarity on what document they need from me instead of the Partnership Agreement in order to comply and have our limitations lifted.  It has been more than a month that my business is in limbo - unable to accept customer payments; and unable to access the substantial funds in the account.

 

Has anyone else had the same problem - how did you resolve it?
