Letter of Authorisation

I have tried on several occasions to send a letter of authorisation by using the proscribed method but constantly get the message "something went wrong".  What can I do?

Try using a different browser to log into PayPal.  For example, if you are using Google Chrome try Firefox or Microsoft Edge.  And BTW it is 'prescribed' in this context not 'proscribed', which means the opposite.
