Items not received but shipper says it was delivered. What can I do?

I ordered an item and the shipper confirmed delivery but it wasn't delivered to me. I opened a claim but because the delivery company says they delivered it I was denied. I did NOT sign for this package. What can I do to resolve this and get refunded? Thanks!
