Item Not Received, Dispute denied

I ordered an item.  Seller shipped item  - but it was not shipped to me.  My name was NOT on the tracking according to UPS when I called.  I filed dispute with PayPal.  The denied my claim, they said the seller provided tracking.  That tracking was NOT to ME!!!!  Now I am out $85.  What else can I do??

If you're not happy with the outcome of your case, we encourage you to reach out to the seller to reach an agreement or resolution. Most sellers aim to satisfy their buyers. PayPal's decisions are final, but if you have additional information that we haven't reviewed or if there's been a mistake in the processing of the case you can also contact us via chat to check the account, and possibly appeal the case . Here is how it works. You must login to your PayPal account and go to your Message Center wherein you can find the Chat Support option in which you can interact with our customer service representative as they have the capacity to view your account. If you prefer to email us,you may visit our website and below our page there is an option "Contact Us" please click that and you will be routed to 'Contact Customer Service' page, from the options shown click Email us, then select a topic and subtopic before typing your message. There should also be available option to connect to a live chat agent. Hope this will help you. I have tried the live chat.  When I select the transaction, it says it was denied, thanks and have a great day. It was not help at all.  I do not understand how PayPal can side the the seller that will NOT respond to my emails and sent the package to the wrong person!!  When I spoke with UPS, the customer Service agent told me it was an amazon tracking number and had nothing to do with that seller or me.  So it looks like the seller put in the wrong tracking number. I have reached out and tried to contact them with no response.  I chose to make my transaction through PayPal so I would have protection from scams.  I am not being protected and now it lookalike I am out $85.  When trying to email PayPal, I cannot find an email address nor a phone number.  I tried all morning with no luck and a lot of frustration.

If you used a credit or debit card, call your bank/card issuer, explain then situation, give them the tracking number, and file a chargeback. Paypal will just keep sending you automated messages and you will get no help.
