my paypal account has recently been permanently limited. I want to do a refund and I do not have the option in my paypal to do that. How can I contact paypal to help me issue a refund?
Your best bet is to get the buyer to open a dispute for non receipt of item and then they should get a refund either from any balance in your limited account or via buyer protection.
