Is the Seller allowed to dispute my refund?

Paypal issued a refund in my favor and closed my claim because the seller didnt respond. Now that the claim is closed, is the seller allowed to respond and dispute the refund?

They can appeal but they can't take back your refund.

10 days BUT they can only appeal if they have new information that was not available when paypal made their original decision.
