Incorrect response to claim

I purchased stock from a China based supplier. I'm in Australia. The order arrived. One qty of a product was the incorrect size. I lodged a claim for part of the total payment for these items only, amounting to approx 1/4 of the order total. I was prepared to return the problem stock to China at the sellers cost. However, Paypal has informed me the entire order has to be returned at my cost in order to get a refund for the entire order. The return shipping cost are more than the cost of the problem items. Of course I get nothing from paypal; they rang me from Nebraska then left me on hold for over an hour, until I hung up. Is there anyone who answers their phone at paypal who could provide some clarification re this?

 

The supplier has indicated they agreed to the partial refund via email so this makes no sense at all.
