Hello,
My name is Vijay <removed>. I live in the Caribbean Island Of Jamaica. I found a iPhone 11 pro I liked on the app called "Offerup". The seller name is "Chris <removed>". He started communicating with me on "Snapchat". He asked me to transfer funds for a total of $450.00 to him to his PayPal email address "xxxxxxxxxxxxx" which was completed on 15th Jan 2021,Transaction ID: 9W513390061623404. He mentioned once he receives the payment to his bank account he will go ahead & ship the package out. As soon as he confirmed that the funds were received he stopped responding to calls & messages. I have been scammed. I opened a file dispute Case ID: PP-D-99421938 with PayPal on 18th Jan 2021 and on 12th Feb 2021 I received the email from PayPal "The case was closed as this transaction is ineligible for PayPal PayPal Buyer Protection". The case has been closed & a Buyer who has been scammed has no option to get his money back.
Being a PayPal user from Jamaica (Non US Territory), There is no support from PayPal and buyer is not even left with a option "to appeal on this dispute" and its a win win situation for the seller who took my money & didn't shipped the phone. Probably the seller knew that since the buyer is from a third world country PayPal will definitely close the case in seller's favor because of the fact that the seller is from USA.
This is what I call a pure form of "Racism".
I have attached the screenshot of the payment sent from my PayPal account.
Its a shame that PayPal took 25 days and finally sending a response "The case was closed as this transaction is ineligible for PayPal PayPal Buyer Protection".
This is what I see on PayPal website: Examples of transactions covered by Buyer Protection:
- You bought credit for your favorite online game but never got it
- The item you purchased never arrived
- You bought a book, but received a DVD
- You bought an item described as “new,” but received something that was used
- You purchased 3 items, but only received 2
- The item was substantially damaged during shipping
- The item is missing major parts (that the seller didn’t report)
- You purchased an item described as authentic, but received a knockoff instead
The seller was communication via his cell number [Removed. Phone #s not permitted]
Can someone from PayPal please assist me in getting my funds back?

There is not much in the transaction details to show what it is you bought. Just a note saying ”Sent to [recipient’s name]”.
You escalated to a PayPal claim within 20 days right?
Contact customer service to request an appeal:
- Go to: https://www.paypal.com/smarthelp/contact-us
- Click Disputes and account limitations
- Click Disputes
- Click Dispute a payment
- Click Call Us after the “This information might help” box
Also try to contact PayPal through Facebook or Twitter or Message Center.
Or open a dispute through your card issuer.

Hello,
I made a payment to buy a Cell phone but item was not received.
I initiated a dispute with PayPal but claim was denied.
What should I do to get my money back?
