About 3 months ago my paypal got limited because I had not confirmed my age, I am currently 17 and I tried to tell paypal that in numerous attempts with no luck due to the terrible resolutions center. So I had $100 sitting in my account in which I was just going to wait until I turned 18 to access, but around a months ago a client from overseas requested a refund through paypal even though I sent the shoes along with the tracking number. I personally private messaged him the tracking number along with giving it to paypal and depop, I had sent the shoes 6 months prior. So not being able to access my funds and everything I still gave paypal all the information they asked for but because my account was limited they awarded the refund to the client. So currently my balance in $60 in debt and i have made numerous attempts to pay off this debt but paypal only lets me add a card or account in which i try to add my card/account and it just comes up with an under the next tab. I have no idea how to pay off this debt.

You may not be liable for it if you are under 18 so i would check that out first, although you were wrong to make an illegal underage account in the first place.
If you really do want to clear it then.....
Ways to clear a negative balance.
1. Transfer funds from your bank account via "add funds" if you choose the faster method it should be done quickly.
2. Sometimes the quickest and easiest way is to get a mate or family member to send you a payment to your paypal via the friends / family option (as long as they don't fund it with a card there is no fee).
3. Via a card over the phone with paypal.
4. Or mail a cheque as per link.
