How do I reopen a closed case

How do you dispute a decision in the sellers favor and reopen a closed dispute case. When I opened the case for the item I did not have all the information that I was able to now obtain as never had tracking information from the seller provided. The seller submitted some to PayPal and through that I was able to track down the company in Australia that handled the parcel and delivered the bogus item.

I received an email last night that my case had been closed as seller provided tracking information that the item had been received. I contacted the freight company that handled the delivery with in Australia and they have sent me a POD photo of the package at my front door. On that day I came home to the small parcel addressed to me. Upon opening it there was a plastic a plastic beer mug inside. I had no idea where it came from as no identifying or sender details where on the parcel. Having contacted the freight company I now know that this is the consignment that the seller sent and not the my Ice Making Machine that I ordered. I attempted to contact the seller again yesterday and the email address has now been disabled and cannot be contacted. This company has  obviously sent a bogus parcel so that tracking information can be provided if disputed and had no intention of sending the item that I purchased. It was a scam and based on the fact they have provided tracking info, the decision to reimburse my money has been denied. I have all the correspondence and photos proving that they have conned me out of my money and need help to report this fraudulent seller to PayPal, provide all this evidence and reopen this case.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
