I can't use my account balance

I Have some money on my PP balance but can't use because some limitation that is set  from about two year

Few times PP ask to upload some documents and I do this but still can't use my balance

I add new card and confirm too as during this two year old one was expired

 

I'm sending mail and asking help regarding this, but I'm getting automatic reply that is seys:

  1. Log in to your account.
  2. Click Resolution Center. If you have a Business account, click More and then Resolution Center.
  3. Click Go to Account Limitations.
  4. Next to each step required to remove the limitation, click Resolve and follow the steps to provide information. '

but I can't find how I can:    Click Go to Account Limitations

 

Please help me resolve this problem

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

As I posted before, I'm doing that steps what you tell to me

I'm sending mail, but I'm getting an automatic reply only ( that I quoted in my previous post )

 

Regarding Facebook and Twitter: I don't have Facebook or Twitter accounts

I'm using only mail  ( That I'm still using in eBbay trading and have 100% positive feedback )

Please somebody help me and ask for my problems on Facebook or Twitter
