I am stuck. My account is frozen and I can't resolve the issue.

I purchased a product online from "Happy Family Store" (HFS) for approximately $150 US using Paypal in June and the product never arrived. I asked for a refund in September and they (HFS) told me they will send it in several smaller payments from different people. Which they did; I received seven payments from different people, including one from someone named Hushi for about $12 US. Hushi had ordered something from someone else online and it never showed up and therefore requested his refund directly from me. I didn't send him the money, because it wasn't me who took it (it was HFS). Now I can't use my account because he filed a complaint. The case is closed and therefore I can't use Paypal. Is that it? Am I permanently barred from using Paypal over a silly dispute that isn't my fault? I have contacted HFS and they redirect me to take it up with Paypal.

Please help. I would like to use Paypal again.
