How to raise a complain to paypal and if I don't agree with the final outcome then can I take the case to Financial Ombudsman !

That would depend upon which country you are in.

But the complaints options are in Paypals user agreement.

I am from United Kingdom and my paypal is registered in United Kingdom too. Please let me know what's the current procedure to raise a formal complaint against paypal or to paypal.

My 2nd question is if I pay anything to 3rd party and using paypal credit, will it fall under section 75 protection ? thanks
