How do I identify myself?

PayPal no longer recognizes me and being me. They've asked for proof which I've sent several times. Both times they said they couldn't confirm by the documents I sent (Drivers License, Utility Bill). My photos were clear, readable and complete.

Any suggestions?

I'm sorry you're having trouble submitting documents. When uploading documentation, you'll want to make sure all four corners are visible, there aren't any glares, and the information hasn't been censored/altered. If you're uploading photos, it may also help to convert the files to a PDF. Depending on the format of the information submitted, we may be unable to open it. In addition, the information listed on your documentation needs to match what's on your PayPal account. For example, if we're trying to verify your address, the document will need to reflect the address on your account.
