How can you stop Paypal working with known fraudulant sellers?

Hi Community
As many others (wrongly or rightly) I have until now looked for the Paypal logo when making purchasing decisions, believing they only deal with who they believe are reputable companies.
Unfortunately I purchased a product from a company that is purposely defrauding its customers. Although Paypal are aware they have refused to offer any communication or acknowledge why? I believe from the evidence I have that this company is misleading and defrauding hundreds of people each month.
What can be done to get Paypal to protect and respect its members (consumers)?
