How can I request a dispute past 180 days?

I tried asking elsewhere but I'm not sure if I'm going to get a response, so I'll try making an actual question.

I delayed checking on a subscription with Tokyo Treat (check 1-star reviews on them if you want to see how shady they are) because I made the mistake of trusting them and I thought my shipment was delayed due to Covid or Chinese New Year or likely both.  Sadly this pushed me past 180 days from the charge.  I saw someone say that in certain cases where there's a lot of problems with the company, you can file a dispute.  How can I request this?  I know that my request for a dispute will be auto-denied.  Tokyo Treat is doing nothing but taunting me with copy-pasted responses about how I can contact PayPal to get a refund and I'd really love to make that happen.  They have $350 of my money and refuse to give me any product for it because of their hidden, immoral company policy.  I tried to reason with them but you can't reason with a robot.  I highly doubt their customer service is even people.  It's probably automated responses.  According to them, they're ready to let PayPal handle it, so how can I get this done?

If you want to know the full story behind the question:

I ordered a yearly subscription to a Japanese snack box, which is recurring.  I tried using a promotional code 11 months later to early renew my subscription and get extra free KitKats.  Turns out I ordered a second subscription.  Oops.  They said no worries, we'll just cancel the subscription and give you store credit so it pays for your renewal in a month and everything's fixed.  Except they didn't do that and I got charged a second time.  I had to deal with them for an obnoxiously long time giving me copy-paste responses before I settled on getting help with PayPal disputing the charge.  I finally, after some understandable confusion from PayPal, got it fixed.  Problem is: Tokyo Treat has a policy that says if any dispute is filed for any reason or any amount, all subscriptions on the same card will be halted (and this is apparently also permanent, which they don't mention in the policy).  So unbeknownst to me, the one yearly subscription I was okay with was cancelled and they just kept the money.  They didn't even link me to the company policy until a week ago.  It's been about 8 months since the charge.
