PayPal just refunfed a customer after I was cleared of any wrongdoing. What can I do?

Hello all! I´m very distressed over this situation.

I sold a $1000 item over eBay. The customer send me the wrong address so, the item, naturally, didn't arrive to him. The item is currently missing and I´m working with FedEx to locate it. In all probability the people who resides in the shipping address have it but they don't want to give it back. The buyer said to me in messages it was his fault as he provided a wrong shipping address.

The customer created an eBay claim, and after eBay investigated they cleared me as I shipped to the provided address BUT, just know I found out PayPal refunded the customer anyway, having he eBay case closed in my favor. PayPal did this without asking me first about the situation first

I have a tracking number that shows the item as delivered and I also have the proof of purchase of the item.

Why PayPal just refunded the customer without asking me first? They are creating a $1000 loss for me and I have zero responsibility.

As I try to file a claim for this transaction, PayPal says that I cannot do that and that I should see the user agreement for more information.

What can I do?

You would not be covered by paypals seller protection unless you sent the item trackable to the buyers paypal registered address at the time of payment.

Why would they need to send you their address when its clearly shown on your paypal payment email ??

Unless of course you accepted a friends/family payment when you would have 0 seller protection or sent to an alternate address at the request of the buyer.

The issue is that it was shipped to the wrong shipping address, but that was the address the customer gave me, so they are saying I shipped to the wrong address, which is of course correct, but I never even had the correct shipping address. I cannot believe I was held accountable over this situation. I shipped to the address I was given and that´s the address it shows everywhere.
