Holding money and not giving any sort of explaination

I am having the worst time trying to get any answers from Paypal. I opened a business account for my new local home staging company and they froze that account with over $1700 for 180 days. I provided everything I needed, all documents etc and was told they couldn't do anything about it and would not tell me why it was frozen. 

Then I had a new client who wanted to pay me via Paypal, but I couldn't use my business account, since it was frozen, so I had him pay me $300 into my personal Paypal. Now that is frozen! I have tried calling, asking for a supervisor, and emailing. The only response I was given was that they were waiting on information, but wouldn't tell me what they were waiting on, when I could expect payment or anything! I am a new small business owner and I cannot just go without that $2K. I am getting so frustrated as I feel helpless and do not know what to do. I do not not want to take the legal route, but I am really being given no choice since no one at Paypayl seems willing to help me or give me any sort of answers or direction.

As far as I can tell, that is the Paypal way. I've been with Paypal since 2000. They limited our account middle of December, locking up funds, and not allowing us to accept payments or make transfers. Absolutely nobody can or will tell me what we did or how to resolve it. I finally got a response after making a complaint with BBB, but the Executive Escalations person still would not give me any info or help. They basically told me that Paypal has decided to cut our business relationship. Extremely frustrating and the worst business experience ever.
