Getting a refund for an item that never arrived.

I just completed a claim for an item that never arrived. Though, while I assumed that the message and attached files would be sent directly to Paypal for a review, it was instead sent to the items seller? Which I've already attempted to reach out to on multiple occasions with no success. I guess my question is, when does a claim actually get evaluated by Paypal, and am I holding my breath on the possibility of actually being awarded a refund for what amounts to theft?
