I purchased a gooseneck ball online and paid for it thru PayPal. The item was never received and the tracking number that was provided shows a delivery date before the actual item was purchased ordered. I filed a complaint with PayPal to get my money back and they denied my claim. I provide proof of when I bought the item. Copy of the false tracking number. I tried contacting the seller and I was still denied. I cannot afford to lose that money and they are not looking out for the consumers

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment or that includes a statement mentioning your address and saying the item was delivered to a different address.

 

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page), via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

I have had the same problem and they denied my claim, even though the tracking number was for a business about 10 minutes from me. UPS said that the seller used a fraudulent tracking number but they cannot give me proof because they have to protect the seller, even though he didn't purchase tracking through them. eBay and UPS keep telling me to contact the shipper, which I have, multiple times, and of course he is not responding. I don't know what to do, I have proof that the tracking number belonged to someone else but eBay closed my case because the tracking number shows delivered, they didn't even look at the address.

Thank you, I would do that, but the seller isn't responding to my emails, but I did reach out to the Postal Service, provided the tracking number and my address.  and this is what they gave me.
