Facebook charged for ads I didn't buy

Hi,
For the second time I got charged for facebook ads I didn't buy.
I reported the issue to facebook to no avail and after deactivating the automatic payment on paypal around december 2020 I got a new charge today 25/03/2021 without ever activating it, so since deactivating an automated payment doesn't seem to be enough, does anybody have a different solution?
Why does paypal aloud this without previous authorization from the account owner?
How can I block apps from doing this?

Hi John,
I deactivated the automatic payment twice on my paypal, which I never activated in the first place so I can't really say this won't happen again.
I got no resolution from paypal either coz they just assumed I bought the ads and suggested over and over to contact facebook, which is a mission impossible so good luck with 🙂
